SPEECH OF P/CSUPT PATERNO BANGUI, PNP-PRO5 REGIONAL DIRECTOR DURING THE CAM. SUR PROVINCIAL ASSEMBLY OF KABALIKAT BICOL AT THE MUNICIPAL COVERED COURT, LIBMANAN, CAM. SUR ON DECEMBER 6, 2008
Greetings!
Thank you for inviting me to be part of this significant occasion of Kabalikat Bicol, an organization of civic-spirited individuals whose common objective is to help others.
Our society needs people like, as God has commanded us to help other people especially those who are in need.
Your theme in this occasion is "Volunteerism: A Way of Life", aptly signifies your commitment to serve the people. Our society is fortunate to have men like the members of Kabalikat Bicol who are serving people unconditionally and helping our government attain progress and prosperity through your voluntary works and services.
Who cares for our brothers who are less fortunate in life? It seems few have the calling to help our poor brothers. The reality is -- the poor are getting poorer and the rich getting richer. Who has the responsibility? Is it the government, the rich people, the churc, the community at large? Who has the calling? Nobody seems to assume the responsibility: much more nobody seems willing to take a vocation to help our poor brothers.
The common question is, "Do we have moral responsibility or obligation to help others? I think helping others is not just a responsibility and obligation but it is more of a vocation -- a calling. A vocation is doing a certain work impulsively or spontaneously even if nobody tells you to do it. Even if you may be incapable of offering the right help, but deep in your heart is a compulsion or yearning to be of service to others. In other words, the action must be unconditional: it springs from the word "love".
"All men are equal" -- regardless of their color, race, status in life and beliefs. This is the foundation of our moral and spiritual teachings. In the eyes of our Creator, we are all the same or in equal footing.
I believe that your noble undertakings in providing service to people, especially the less fortunate ones, will achieve greater heights because the Lord is with you.
Magandang gabi sa inyong lahat! Salamat sa pag imbita ninyo sa akin. God bless Bicolandia!
